Their comments: Obviously, there are sometimes good reasons for gaps in occupancy - but not on the scale happening in this part of London. Whatever the difficulties of implementing and enforcing such a move, it would at least send a signal to investors that leaving properties empty until the market value goes up is not acceptable practice in Southwark, given our current housing challenges.
